PMKVY

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) was launched in 2015 to encourage and promote skill development inthe country by providing free short duration skill training and incentivizing this by providing monetary rewards to youth for skill certification. The overall idea is to boost both industry and employability of youths. During its pilot phase in 2015-16, 19.85 lakh candidates were trained.

After the successful implementation of pilot PMKVY (2015-16), PMKVY 2016-20 was launched by scaling up both in terms of Sector and Geography and by greater alignment with other missions of Government of India like Make in India, Digital India, Swachh Bharat, etc. The Scheme is aligned to Common Cost Norms and has a total budgetary outlay of Rs 12000 Crores.

Key Components of the Scheme

  1. Short Term Training (STT) - The Short-Term Training imparted at PMKVY Training Centres (TCs) is aimed towards the candidates who are either school/college dropouts or unemployed. Duration of the training varies according tothe job role, however, majority of courses range between 200-600 hrs (2 – 6 months). The Training is provided according to the National Skills Qualification Framework (NSQF) with Soft Skills, Entrepreneurship, Financial and Digital Literacy curriculum, a part of the curriculum. Upon successful completion of their assessment and certification, candidates are provided placement assistance by Training Partners (TPs).

  2. Recognition of Prior Learning (RPL) - Individuals with prior learning experience or skills are assessed and certified under the Recognition of Prior Learning (RPL) component of the Scheme. RPL aims to align the competencies of the unregulated workforce of the country to the NSQF. The duration of the training/orientation ranges between 12-80 hrs.

  3. Special Projects - Special Projects component of PMKVY envisages to encourage trainings in special areas and premises of Government bodies, corporates / industry bodies and trainings in special job roles not defined under the available Qualification Packs (QPs)/National Occupational Standards (NOSs).These are the projects which mayrequire some deviation from the terms and conditions of Short-Term Training under PMKVY.

  The scheme is being implemented through two   components:

  1. Centrally Sponsored Centrally Managed (CSCM): This component is implemented by National Skill Development Corporation. 75% of the PMKVY 2016-20 funds and corresponding physical targets have been allocated under CSCM.

  2. Centrally Sponsored State Managed (CSSM): This component is implemented by State Governments through State Skill Development Missions (SSDMs). 25% of the PMKVY 2016-20 funds and corresponding physical targets have been allocated under CSSM.

DDU-GKY

ABOUT DDUGKY

Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) is the skilling and placement initiative of the Ministry of Rural Development (MoRD), Government of India. DDU-GKY has its origins in the Aajeevika Skills programme and the ‘Special Projects’ component of the Swarnjayanti Gram Swarozgar Yojana (SGSY). The scheme focuses on catering to the occupational aspirations of rural youth and enhancing their skills for wage employment.

Implementation of DDU-GKY involves State Governments, Technical Support Agencies like the National Institute of Rural Development and Panchayati Raj (NIRD & PR), and Project Implementing Agencies (PIAs).

MoRD has notified the Guidelines and Standard Operating Procedures (SOP) to be followed while implementing the programme. It is mandatory for all project functionaries under DDU-GKY to be trained, assessed and certified in the Standard Operating Procedures.

To be a Centre of Excellence and a global leader for policy design and implementation in skilling and placement linked skill programs for rural youth of the developing countries.

MISSION

To provide technical services such as monitoring, evaluation, training, content development, and research for the programs undertaken by Government at national level to enable rural poor youths including socially disadvantaged groups to secure a better future.

OBJECTIVES

  • Make NIRDPR the nodal advisory institute for skilling and placement linked programs for rural youth in the country by 2020

  • Enhance the competencies of stakeholders and functionaries in the effective implementation of placement linked skills programs for the benefit of the rural youth in India.

  • Be a knowledge repository of skilling initiatives and programs in the developing world.

  • To be the leader in impact evaluation research of skilling programs

NSDC Projects

National Skill Development Corporation (NSDC) is a not-for-profit public limited company incorporated on July 31, 2008 under section 25 of the Companies Act, 1956 (corresponding to section 8 of the Companies Act, 2013). NSDC was set up by Ministry of Finance as Public Private Partnership (PPP) model. The Government of India through Ministry of Skill Development & Entrepreneurship (MSDE) holds 49% of the share capital of NSDC, while the private sector has the balance 51% of the share capital.

NSDC aims to promote skill development by catalyzing creation of large, quality and for-profit vocational institutions. Further, the organisation provides funding to build scalable and profitable vocational training initiatives. Its mandate is also to enable support system which focuses on quality assurance, information systems and train the trainer academies either directly or through partnerships. NSDC acts as a catalyst in skill development by providing funding to enterprises, companies and organizations that provide skill training. It also develops appropriate models to enhance, support and coordinate private sector initiatives. The differentiated focus on 37 sectors under NSDC’s purview and its understanding of their viability will make every sector attractive to private investment.

About: National CSR Data Portal

The National Corporate Social Responsibility Data Portal is an initiative by Ministry of Corporate Affairs, Government of India to establish a platform to disseminate Corporate Social Responsibility related data and information filed by the companies registered with it.

The Corporate Social Responsibility concept in India is governed by Section 135 of the Companies Act, 2013 (‘Act’), Schedule VII of the Act and Companies (CSR Policy) Rules, 2014 wherein the criteria has been provided for assessing the CSR eligibility of a company, Implementation and Reporting of their CSR Policies. India having the most elaborated CSR mechanism and implementation strategy has started its journey to set a benchmark in attaining sustainability goals and stakeholder activism in nation building.

The CSR ambit is getting bigger and for upcoming years it would turn as a unique knowledge base for analyzing and achieving sustainability goals as among various large economies. India is a country which has assured by mandating CSR through its legislative action.

About: Ministry of Corporate Affairs

The Ministry is primarily concerned with administration of the Companies Act 2013, the Companies Act 1956, the Limited Liability Partnership Act, 2008 & other allied Acts and rules & regulations framed there-under mainly for regulating the functioning of the corporate sector in accordance with law.

The Ministry is also responsible for administering the Competition Act, 2002 to prevent practices having adverse effect on competition, to promote and sustain competition in markets, to protect the interests of consumers through the commission set up under the Act.

Besides, it exercises supervision over the three professional bodies, namely, Institute of Chartered Accountants of India (ICAI), Institute of Company Secretaries of India (ICSI) and the Institute of Cost Accountants of India (ICMAI) which are constituted under three separate Acts of the Parliament for proper and orderly growth of the professions concerned.

The Ministry also has the responsibility of carrying out the functions of the Central Government relating to administration of Partnership Act, 1932, the Companies (Donations to National Funds) Act, 1951 and Societies Registration Act, 1980.
